FPSO decommissioning and net benefit analysis

EIS for the decommissioning of a Floating Production, Storage and Offloading facility off the coast of Mauritania

ABPmer, in association with Macalister Elliott & Partners (MEP) was appointed by Petronas to prepare an Environmental Impact Statement (EIS) for the decommissioning of a Floating Production, Storage and Offloading (FPSO) facility located 80km off the coast of Mauritania in approximately 800m of water.

ABPmer was responsible for preparing all chapters of the EIS apart from commercial fisheries. The EIS considered the risk and potential impact of oil spills associated with decommissioning together with the impacts of decommissioned structures on the sea bed.

To support the identification of a preferred decommissioning option, ABPmer also prepared a Comparative Assessment of alternative decommissioning options which included a Net Environmental Benefit Analysis, incorporating an ecosystem services approach.

We also prepared a Waste Management Plan to ensure that all waste streams arising from the decommissioning project were effectively managed to minimise their environmental impact.
